1. fund researches on new energy sources such as solar and wind power;

2.protect forests and natural wildlife species.

选择第三个选项-立法减少污染

1.立法减少空气污染> 投资新能源科研

a.立法减少汽车的数量：立法减少汽车的数量，可以减少汽车尾气的排放，减少二氧化碳等温室气体的排放，可以保护环境，比投资新能源省钱省时间

b.立法要求人们多种树：树可以吸收二氧化碳，放出氧气，净化空气

2.立法减少水污染> 保护自然资源

a.立法要求农民不用化肥：不用化肥，那么土壤就受到了保护，所以野生动物的栖息地得到了保护，促进它们的繁荣，相比于直接保护动物更有效

b.立法要求企业对于工厂排水进行处理：对工厂排水进行处理，保护了水资源，也就是保护了野生动物的饮食和树木的生长，相比于直接保护它们有long-term effect

托福独立写作范文：

Nowadays, human beings are facing more challenges and environmental issues, such as the scarcity of traditional energy sources, global warming, and pollution as well. Some people believe that the primary task for the government is to invest more on researching new energy sources, such as solar and wind power; whereas others argue that protecting forests and natural wildlife species should be the government’s top priority. To my understanding, the most important action for the government to take to protect our environment is to pass and enforce laws to reduce the pollution.

Indeed, in order to protect the environment, funding research studies on new energy sources is important because the pervasion of clean energy could help reduce the emission of waste gas and other types of pollution in the future. However, scientific research usually takes years or even decades. It will be too late to make use of those scientific achievements if the problem of pollution continues to become too severe to solve. Similarly, protecting forests and natural wildlife species cannot solve the most urgent problem of pollution either. Though the government should spend money and effort on forests and wildlife preserves as a long-term practice to protect the earth, this action cannot handle the most serious pollution problem immediately.
