2019年12月21日托福独立写作题目：Drivers should pay a fee for driving in busy city streets when there is heavy traffic.交通繁忙的时候，司机必须付费才能在路上行驶。

解题思路分析，

需要缴费：

额外的收费，会让一部分司机选择错峰出行，或者让一些人放弃开车，乘公共交通，开车的人少了，交通堵塞的问题自然可以得到缓解。

不能收费：

1 很多人选择开车的原因，是因为他们没有便捷的公共交通，公共交通或者距离家很远，或者过于拥挤，大家没有选择，只能开车。在很多城市，糟糕的公共交通系统才是交通堵塞的原因所在。

2 很多城市，都有很多人经济状况不好，只能住在城外，开车到城内工作或上学，对于他们来说，勉强收支平衡，如果再受更多的钱，他们生活状况会继续恶化。

While bringing huge benefits to modern citizens, the rapid pace of urbanization also causes problems, like traffic jam. Especially during rush hours, many drivers complain terrible road conditions and precious time wasted on the way. Hence, there is a voice advocating that drivers be charged when there is busy traffic, which I seriously disagree.

Admittedly, the extra fees charged for driving during busy hours will encourage some people to give up driving and hence alleviate traffic congestion. No one would like to pay extra money for daily commute between home and office. Therefore, some of citizens may refer to public transport, like buses and subways. With fewer cars running on the street, the problem of traffic jam is supposed to be solved. However, the increase of financial burden can hardly be as effective as what the government expects and will unexpectedly generate new problems.
