2019年9月22日托福独立写作题目：Some companies provide important products or service, but also damage the environment. Some people believe that government should impose more penalty, higher tax and larger find on these companies, while others believe there are better ways. Which do you prefer?

Environmental damage is one of the biggest global issues today. It is especially destructive because it can lead to various consequence including sea level rise, soil erosion and animal extinction. Therefore, people are striving to find solutions to reduce or at least slow down the environmental damage. However, among these various measure, I disagree that imposing fines or increasing taxes is the best way to prevent enterprises from damaging the environment.

Firstly, fines and taxes are not tackling the root of the problems, which is the lack of techniques to reduce production waste and environmental damage. Most enterprises in the world are not super famous and profitable ones like Apple or Nike. Although they earn some profits, they may not be able to purchase or install the environmental-friendly production facilities —let alone these enterprises that are already on the margin of shut off. Similarly, because disposing of the waste in an environmental-friendly way takes much more money and procedures than in a random way that may cause environmental damage, not many companies are willing to take that complex and costly process. Therefore, many companies in fact do not even have techniques that allow them not to damage the environment during production. And apparently, purely charging fines and taxes are unable to change this root problem. Instead, it just takes more money from the enterprises, leaving them less money available to spend on environmental-friendly production and disposal, and thus much less likely to help the environment.

Secondly, if the government simply charges fines or increases taxes without helping to solve the root problem, the enterprises are likely to become defiant, since they may think that the government is just taking money, even "stealing" money, from them on a problem they are not able to solve on them own. This thought will widen the gap between the government and enterprises, making the cooperation even harder. For instance，next time when the government sets another environmental regulation law, the enterprises may just ignore it and refuses to follow out of rebellion, and this will certainly worsen the environment. This means that fines and taxes not only are unable to reduce the environmental damage but also may add to even more damage.
